All papers presented to the XXI International scientific conference "Complex Systems: Control and Modelling Problems" (CSCMP-2019) should be the original research works directly related to the topics of the Conference and that were not published before.

The official languages of CSCMP-2019 are Russian and English.

At least two reviewers will evaluate the submission in a blind-peer review. Accepted papers will be published in CSCMP-2019 Conference Procceedings (included in Russian Science Citation Index) after registration fee payment.

English versions of the papers recommended by the reviewers, conforming to the requirements of IEEE and on the assumption that the author participates in the Conference in person, will be published in IEEE Xplore Digital Library. The IEEE provides SCOPUS with all of the IEEE Xplore digital library content.

The National Program Committee of the Conference will recommend journal versions of the most interesting reports for publication in domestic peer-reviewed journals which act as informational sponsors of the Conference.

Samara is a picturesque Russian city on the right on the curve of the Volga River, “Mother of Russia” where it widens and the view is so spectacular that it seems as if one is looking at an inland sea rather than a river. The natural beauty of the Zhiguly mountains nearby, a famed resting place of area residents, boasts a huge network of caves to interest spelunkers and tourists alike.Now it is a major economic, transport, scientific, educational, and cultural center of the country. Samara is "millionaire city", with a population of 1.16 million people (the ninth largest population in Russia) and if the surrounding environs are included, approximately three million.

The earliest records of the settlement at the confluence of the Samara River and the Volga River were made by the Arabian traveler Ibn Fadlan in 921. Later, in 1367 the city-pier called Samar was marked on the map, made by Italian merchants Pizigani. Officially, Samara started with a fortress built in 1586 by decree of Tsar Fyodor Ivanovich at the confluence of the Volga and Samara Rivers. This fortress was a frontier post protecting the waterway from Kazan to Astrakhan from forays of nomads. The administrative significance of Samara raised tremendously in 1851 when it became the center of Samara Province. Since that time and over 150 years this city is the capital of one of the most economically powerful Russian Regions. In the end of the XIX century Samara became one of the biggest trade centers, so called “Russian bread wharf”. And fr om the middle of the XX century the city, renamed into Kuibyshev, became the Russian capital of airspace military industry.

During the World War II, Samara (at that time the city was called Kuybyshev) was chosen as the USSR capital in case of Moscow fall. Special shelter was built for the USSR leader Stalin. Today it is known as Stalin’s Bunker and is open for visitors. The production of the most popular aircraft of the Second World War – IL-2 was mastered in Kuybyshev, whose monument stands at the entrance to the city. The most widespread soviet passenger jet was the airliner Tu-154 assembled by Kuybyshev workers.

Kuybyshev defense industry was developing fast after the World War II and now city is associated with the aerospace industry. JSC “Kuznetsov” is the largest enterprise of aviation and space propulsion engineering. The plant TsSKB “Progress” is the leading company of building middle class rockets of the R-7 type and automatic spacecraft remote sensing. One of the most recognizable landmarks in the city is carrier rocket “Soyuz”, manufactured in Samara.

The end of the “cold war” withdrew the secrecy label from the city and Samara got back its acknowledged status of one of the international centers of scientific, cultural and business communications. Nowdays Samara is the biggest transportation hub on the way from Europe to Asia and from north to south. International airport “Kurumoch”, Kuibyshev Railway, Federal Highways and River Port provide the required opportunities for carrying passenger and cargos of any weight. Modern railway station in Samara was built in 2001, and now it’s the biggest railway station in Europe (its highest peak is 101 m). City guests like to lift on the viewing platform – a big balcony around the dome of the railway station to get a bird’s eye-view of the city.

High scientific-educational opportunities of Samara provide the powerful basis for the training of professionals. Municipal educational institutions train the specialists for all the branches of economy, full range of engineering, scientific and humanitarian disciplines. It is worth mentioning that not only citizens of Samara but also students from other Russian cities and foreign students get high education in the institutions working in Samara.

There are a lot of various historical buildings in Samara which make the city precious from the architectural point of view. Samara Embankment, the longest in Russia (about 5 km), is one of the main sights of the city. Kuibyshev Square is the largest square in Europe.

Architectural ensembles of Kuibyshev and Leningrad streets, Glory Monument, the monuments “Lad’ya”, “Chapaev”, “The cat on a radiator”, “Comrade Sukhov”, “Pinocchio” and others created by famous designers are known in Russia and abroad because of thousands of photos made by Russian and foreign tourists.
